Package Wycheproof tests separately #7

Tests from project Wycheproof are embedded here and in mirage/ocaml-hacl-ecc. It would be great to package them separately.

Two different strategies are possible:

ship the parser in its own package and embed the data files in the corresponding repositories (x25519 in hacl, p256 in fiat)
embed the data files as blobs in a wycheproof repository and just refer to it in the crypto repositories
