TinyMCE files required?

Even though I am loading tinymce from the cloud URL, it is still trying to access theme files locally, namely:

/pub/static/adminhtml/Magento/backend/en_GB/tiny_mce/themes/modern/theme.min.js

I can work around this by downloading TinyMCE and install the themes into the above file, but is there a suggested way to do this so that they are included in the static deployment?

BTW the cloud URL has updated to

//cloud.tinymce.com/stable/tinymce.min.js
