Finish removing OCW_IMPORT_STARTER_SLUG #1570

From #1560:

...The variable was renamed to be more relevant to its use case. Not all references to it OCW_IMPORT_STARTER_SLUG are removed in this PR, it's still being set on pipelines for now until it is replaced in ocw-hugo-themes with the new variable

OCW_IMPORT_STARTER_SLUG was replaced in ocw-hugo-themes in PR mitodl/ocw-hugo-themes#965.

So we can finish the replacement here.
