Add option to disable user registration like we have in Heimdall to stop users from creating local accounts when other authentication methods are enabled.

This option is already implemented, VULCAN_ENABLE_LOCAL_LOGIN=false.

That's a different use case to me. I would like to leave local login enabled for emergency access but disable registration.
