midi mapping inputs/outputs not appearing in preferences

After loading a midi mapping configuration and/or learning new controls with the wizard, the Input Mappings and Output Mappings tabs are both still completely empty. This is on the main branch.

Can confirm (for MIDI Through):
Though tabs are populated after closing + opening the preferences again.

I/O tabs were populated but still disabled (or enabled, depending on if a mapping or 'No mapping' was selected when the pref page was opened)
