AddFileFromTemplate plugin uses term URLs, not term names or other useful data

Local term URLs (e.g. /taxonomy/term/4873) are useless outside the local Drupal. If the terms's name or URI (if one is available) were used, the DC/MODS/etc. would be useful outside the local Drupal (or years in the future, when the Bag might be used for something).
