As discussed over in #373, "language" values for media track files are not limited to the list of languages Drupal supports. We need to decide if Workbench validates any language values parsed from the files or provided by the user, and if so, what list of language codes it uses in this validation. It appears that since WebVTT is an HTML 5 technology, the ISO 639-1 list of language codes (which is derived from http://www.iana.org/assignments/language-subtag-registry/language-subtag-registry) would be the one to use, but this is not stated explicitly in the WebVTT spec.
