Not parsing feodotracker.abuse.ch feed correctly

the harvest results show the following output for feodotracker.abuse.ch:

I'm new to this tool and I was thinking of contributing. The first problem I see with feodotracker is that outbound_urls.txt contains https://feodotracker.abuse.ch/blocklist/?download=ipblocklist, but the more appropriate link should be https://feodotracker.abuse.ch/downloads/ipblocklist.csv.

However, it doesn't solve the problem of parsing; it still parses it incorrectly - the IP address isn't parsed. Ex: "2019-03-13","","outbound","https://feodotracker.abuse.ch/downloads/ipblocklist.csv","","2019-03-13"

If my analysis sounds okay, I can take this bug forward and fix it.
