libjpeg offers additional features compared to libjpeg-turbo at the cost of reduced performance.

There are situation for which libjpeg might be the better choice.

As the ImageMagick project is trying to make it look as they didn't notice me - in order to help the man with the big gun at the center of my affair - they have to resort to elaborate schemes in order to signal their recommdations.
