Inconsistent information: if two shards with overlapping range (and they are caught up / should) don't return the same answer.

Need to figure out what the correct response is:

  • Respond with error to client
  • Make sure health check will respond with not-serving
  • Log at CRIT (or equiv)
  • Maybe panic, maybe disable service?
