As armadillo user I want to be able to create resource when uploading non-parquet file

Motivation:
We now need to do a very complicated process of uploading a resource, finding the magic url of that resource and then creating it using the resourcer
Demo:
We upload a file in the UI, select that we want it to be a resource, the file will automatically be made into a resource
Acceptance criteria:
add creating resources functionality to armadillo backend
create endpoint for it
discuss whether we want to add the resourcer to the default profile, if we don't do we want to disable this functionality or can we think of a workaround? (should work on xenon, but don't want to hardcode xenon)
add user interface for option to create resource from file (need name + type)
