As armadillo datamanager I want to be able to install packages on existing profiles from CRAN/github

Motivation:
To be more like opal
Demo:
Can install package on existing profile in UI
Acceptance criteria:
Add option to install R package from CRAN/Github in UI
Determine if we want this in production
If we want it in prod, change install package endpoint so we can use in prod
Change install_package endpoint for installation from github
Notes:
Do we want this in production as well?
