Use Python scripts to start MO, send JSON files to create a setup, and teardown MO. This way we won't have to maintain separate scripts for Windows and Unix.

Starting/stopping MO won't be a problem once it's properly installed. Modifying the mo script to work on Windows is being tracked in #126, so there's no use for this issue anymore.
