As a user, I want to access the content I've saved while browsing from a single, easy-to-access location.

Library is a central location for things saved on Fenix and shared from other devices via sync. It is also the location for files downloaded while using Fenix.

UX Design for the library feature in #177

Each category in the library is also its own feature:

Bookmarks: #90
Sessions: #111
Reading List: #913

this is not needed as a meta since metas exist for all features within Library
