To understand the problem, we have to follow the user flow of the existing Mozilla Firefox browser.
Existing User Flow:
In the desktop browser
Menu >> Library >> synced tabs>>synced devices
Profile >> Synced tabs
In the mobile browser
If at home
History >> Synced devices >> Synced tabs
While browsing
Menu >> History >>Synced devices >> Synced tabs
Problem :
-To perform a certain task user have to follow two different paths in different devices. It can result in confusion.
-Synced tabs are grouped under History but it's an open tab in another device. The user might get confused.
--History Not relative to synched tabs
--Number of clicks increased
-The library is hidden in the menu. So, synced tabs in the library can be ineffective.
How would you solve the problem? What is your design proposal?
-Target: Simplifying the UX, Accessible in 2-3 clicks
-As synched tabs are the active tabs (open tabs), could be grouped under Open tabs.
-New User Flow

Open tabs drop-down >> device selected >> open tabs of the selected device
While browsing
Tabs >>Open tabs drop-down >> device selected >> open tabs of the selected device

We can work on providing user more information, how syncing tabs can be effective for there browsing and working experience.
Case 1 - New user( newly installed Firefox preview )
Providing useful information along with sign-in button on how syncing can make working more efficient.
Informative graphics can increase the conversion rate as a user might not go through text.
A minimal informative graphic in chrome :
Case 2 - User not signed in/up & Case 3 - User not synched with other devices
When user is not signed in, a Turn on sync option in the sidebar, only on home screen, can be given.
Also, When a user clicks on the drop-down menu against Open tabs, a turn on Sync option.
