Since this came up in a Fenix bug, I'd like to give some input on this user story even though it might be completely ignored:

Although I agree with the title, I'd like to point out that WebAPKs have a major flaw which Google seems to completely disregard at the moment. As a user I definitely do not want to go through an installation process for every PWA I'm adding to my device. When Google first introduced PWAs they were always giving the argument that users won't have to install PWAs and could simply add them to their home screen. Well with WebAPKs we are back at going through long installation processes and their entire point is void. So while as a user I'd like better system integration of PWAs, I do not want an APK installation process and am quite happy with how fast Fennec can install PWAs.

We won't be able to move forward with WebAPKs, but will have to go for Fennec-like "simple" installation instead.

So, this issue will have to be rescoped. As far as I know, all necessary GeckoView APIs for this are already in place.
