What happened?

Set ENABLE_ADMIN_MLBF_UPLOAD to False (similar to prod)
Browse http://olympia.test/en-US/admin/models/blocklist/block/

We can see the "upload MLBF" buttons.

What did you expect to happen?

No "upload MLBF" buttons.

Is there an existing issue for this?

I have searched the existing issues
