Depends on #1380. Once we have the API in place, we'll want to expose it over the FFI. Let's check with @grigoryk to make sure it's suitable for the FxA Manager in a-c:

FxA Manager in the next release will be the point of interaction with sync for the application (no other "sync managers" are exposed anymore). It's also the point of interaction with the "device events" functionality already.
