Generate static files

We've got some static files we need to serve. Such as:

• terms
• privacy
• charge

Thinking that generating static pages into public would be best. All of these would be static and have no sign in required.

We'd want some really simple templating for these, suggest we take what kumar did for the sign out page and just using simple server side templating, through grunt and generate a pile of pages.
