Undo allowing unpublished queries to be used in alerts/dashboards

In #429 we learned and decided that unpublished queries won't be allowed in alerts or dashboards upstream. #429 was turned into adding an alert about that. This ticket is about undoing this functionality in the Mozilla fork.

To do this properly the impacts of undoing this on the alerts and dashboards that currently use this feature must be identified and mitigated/given a path forward.
