Use RUST_PATH to determine where to install to #7402

Add a test case with a package that's the second entry in the RUST_PATH; make sure it installs to the first entry in the RUST_PATH. In #7397 I didn't change the install code to use the RUST_PATH to find the destination.

r? @metajack Install to the first directory in the RUST_PATH if the user set a
RUST_PATH. In the case where RUST_PATH isn't set, the behavior
remains unchanged.
