Using devcontainers instead of gitpod #547

Gitpod is a great platform and all, but dev containers work both in the cloud (github codespaces) and locally (with VSCode or the CLI). GitPod also has plans to integrate it. If you're interested in this, I don't mind making a PR for it. I'll still keep the gitpod files as gitpod hasn't integrated it yet.
