cabal-hoogle support

cabal-hoogle is a tool for generating hoogle database for local packages and dependecies, like stack hoogle command, but for cabal projects.

It might be a good idea to check if cabal-hoogle or stack hoogle is available when opening a project file, and fall back to hoogle if not.

I have played around with cabal-hoogle for a bit.
Unfortunately, I can't get it to generate a hoogle DB for any of my projects (on NixOS). My guess is that I am using a cached binary that was compiled with a different cabal version than the ones that I use for my projects.
