WI effort columns are strings

Wisconsin effort columns are strings when they should be in a numeric format. Within the effort columns, there are values returned with "number.of.nets:XX..." "Effort" and "effort.unit" columns were retained. There are also columns "total.effort.1", "total.effort.2", "total.effort.1.units", "total.effort.2.units".

I think that this has been resolved as of the 26 Oct 2023 .parquet file for WI. Needs verification before closing.
