Solutions for directly running rqt_* Python scripts on Windows

We are exploring the solutions in ros/catkin#978 and this issue is meant to track the decision and apply the final solutions to the following commonly seen scripts:

rqt_shell
rqt_plot
rqt_logger_level
rqt_image_view
rqt_graph
rqt_dep
rqt_console
rqt_bag
rqt

Python wrappers are now folded into catkin so we no longer requires per repository changes. Thank @kejxu!
