I have tried
msys2-x86_64-20200602.exe
msys2-x86_64-20200629.exe
msys2-x86_64-20200719.exe
msys2-x86_64-20200720.exe

except msys2-x86_64-20200522.exe, all other installer failed to install to my E:\

What is the error output? Do you have any antivirus or antimalware program that can prevent it from installation?

No, antivirus or anti-malware application installed.
I tested at least two Win10 hosts with same symptons. I think it's easy to reproduce, could you have a Win10 host to practice?
