Extracted from Issue #8964 point 7

Compare these 3 cases:

a. https://v4.mui.com/components/pickers/#time-pickers

Screen.Recording.2023-08-11.at.15.18.36.mov

b. https://mui.com/material-ui/react-autocomplete/#combo-box

c. https://mui.com/x/react-date-pickers/time-picker/#basic-usage

Screen.Recording.2023-08-11.at.15.18.22.mov

a and b feels great but c feels really annoying not to have a stable element focus position.
