feat: Stream error messages #2

Currently there's no easy way to notice and see errors happening in helmfile-applier/helmfile in cases like you wrote an invalid helmfile.yaml.

As similar as #1, this can be done by streaming error messages to preconfigured Slack channels or GitHub Issue/PR comments.
