Currently citations / "in the news" links can be added by

  • admins
  • requesters on their own requests

and they can only be added in bulk by developers.

Ideas:

  • Anyone should be able to suggest a citation, submitting it for review by the admin team.
  • Trusted users could be empowered to add annotations without pre-moderation. A journalist user should be able to add a citation if they have used material from a request, as should a researcher, scientist, activist, elected representative etc.
  • Admins could be provided with tools to moderate proposed citations in bulk.
  • Citations linking to certain domains eg. academic, government and known media organisation domains could skip pre-moderation.

#7068 would be a key enabler for giving us more confidence on doing this.
