Currently on WhatDoTheyKnow we tag forthcoming bodies

and we list them without an email address.

The new feature which added a tag and notes to bodies missing email addresses slightly upset this arrangement as it placed a more prominent note on these bodies pages saying we didn't hold an email address for them. In at least one case we do have an email address but don't want to add it as we don't want to enable requests to the body yet, before it exists.

I considered suggesting disabling the [https://github.com/mysociety/alaveteli/commit/8c36499e247f5708cdc2c8b1180fabe21ca74628 the "Automatically apply and remove the missing_email tag"] feature for bodies tagged "forthcoming" however we do want people to find and suggest missing email addresses for them.

What we really want I think is to prevent requests being made to bodies marked forthcoming, hence that's what I'm proposing in this ticket.

The not_apply tag has a similar effect, but it prompts the display of the statement: "Freedom of Information law does not apply to this authority, so you cannot make a request to it" which isn't ideal for a forthcoming body.
