We have individual attachment hiding now, and it's sometimes time consuming to find the right incoming message admin link from the request admin page to take you to the attachment. It'd also be good for admins to get an overview of what (substantive) attachments are associated with a request.

This is desirable, but unlikely to be worked on in the next 12 months so closing for now.
