Latest pireps widget is picking the pireps in wrong order and confusing pilots / admins. Confusion is also caused by different sorts being used at admin > pireps and this widget.

Expected behavior
Pireps should be ordered by submitted_at in descending order. Same must be applied to admin > pireps too, using created_at field helps nothing.
Additional context
My other PR's regarding sortable fields for pireps already utilize submitted_at sorting in descending order, so they will match nicely when merged.
