SELECT regexp_replace('2020-04-17 08:15:00-04', '-[0-9][0-9]$', '');

yields:

2020-17 08:15:00

.... whereas

SELECT regexp_replace('2020-05-17 08:15:00-04', '-[0-9][0-9]$', '');

yields

2020-05-17 08:15:00
