CFE_TIME unit tests fail when CFE_MISSION_TIME_AT_TONE_WILL_BE is set to true.

To Reproduce
Set the below flags as follows:
CFE_MISSION_TIME_CFG_FAKE_TONE false
CFE_MISSION_TIME_AT_TONE_WAS false
CFE_MISSION_TIME_AT_TONE_WILL_BE true
CFE_PLATFORM_TIME_CFG_SOURCE true
CFE_PLATFORM_TIME_CFG_SRC_TIME true

Run the unit tests.

Expected behavior
All unit tests pass.
