Feature Description

#1994 introduced a better build structure where the CMake top level project() is at the root of the F´ project, and deployments are included within. However there's a couple of places in fprime-tools where the old structure is still somewhat assumed (e.g. here, in some places in IniSettings). This should be corrected, as build-* folders and settings.ini should now be at the top level of the project only.

Rationale

Prevent future bugs and better integrate with F´ GDS, which uses the IniSettings class to load a deployment.
