ostimer OS_TimerSet may fail when testing on a VM #162

From time to time, I observe the OS_TimerSet test in ostimer
failing when being tested in the virtual machine environment
used for bamboo testing for the simple reason that the VM
itself is not actually a "real time" process.

It might be useful to work out a way to perform this test that
allows for the "squishiness" of the VM envinroment, without
giving up the tightness of the test for real targets.

See #335 which resolved a real bug. Closing this as duplicate. If a failure is observed in the future a new issue can be opened.
