Standardize site auditing

Acceptance Criteria

Audit the site for performance, accessibility, SEO, and any other metrics that you we deem necessary. Provide documentation so that other developers can quickly and easily audit the site later. This audit can be manual for now, but may be incorporated into our CI/CD process later.

We will want to track performance over time, so make sure that these scores are timestamped and tracked in a document or database for future reference.
