It seems that there is a new API for Eurostat:
https://wikis.ec.europa.eu/display/EUROSTATHELP/API+SDMX+2.1+-+data+discovery

Old endpoint: https://ec.europa.eu/eurostat/SDMX/diss-web/rest
New endpoint: https://ec.europa.eu/eurostat/api/dissemination/sdmx/2.1

DataflowRef#id in new endpoint is now case sensitive !
