Add new 'my alerts' feature to My Queue page

Add a new 'my alerts' feature that would allow an individual to create any type of alert for any resource which only they would see on their My Queue page in a new My Alerts tab.

There are several reasons people wish to use an alert feature. The subscription end date is the only place that has that now and we don't want it to be misused. A personal alert feature would go a long way towards allowing everyone to alert themselves at the time of their choosing.
