will this be done with a setting somewhere to allow sites to choose international vs US display?

An option could be to display dates depending on language of the browser (en-US => in US format, ...).
Another one could be to have an option in the config file (less flexible for an international library, but not a real problem imo)
a last one could be to have an option in each user profile (overkill & useless imo)
