Bug: return proper AccountId in recovery flow

@esaminu is getting the same AccountId ower and ower again even if he changes the Email (id token) or PK that he wants to add.

I noticed that both accounts created by him has the same recovery PK, it means that our system still returns same recovery key for everybody. cc @itegulov @DavidM-D

Created some tests for it (WIP): #121

Testing this may be blocked on #76

It appeared that we were using an old version of the service that is using one key for everybody. Testing the new version now.
