Extract checkpoint file, aka TransferLog from transfer commands and replace it with callback. Consider rewriting transfer as state machine

It will be a part of the Bridge after Near-One/rainbow-bridge#372, right?

It is used only in "to-near" and "from-near" files that are not used by frontend. I'd suggest to close this task here and think in which context it makes sense. I guess we may need these changes in Bridge Testing Environment and for mocking Token Connector up.
