[ENH] - Make spinning up of multiple jupyterlabs as optional

Recently we implemented support for spinning up multiple JupyterLabs, we need to add an option in config to make it optional.

Value and/or benefit

From security point of view, this might not be something which every organization might want to allow to all users.
