Brainstorm web gui / rest server for qhub operations #36

There should be a web gui that quansight provides for easy kubernetes jupyterhub deployments.

Steps:

idea gui creates configuration json
provide easy methods for users to control their environment images etc
use qhub to apply configuration (makes changes that are needed
