Description:

It seems like the current system set up is depending on a license key for New Relic service.

Plan:

Either get the key from member in Neontribe who is in charge or remove the dependency.
Neontribe team will discuss with FutureGov team and choose one of the above option.

Acceptance Criteria:

Dependency can be remove. (or)
Key can be get from the person in charge.
