[Bug]: Local Agent dashboard - Add nodes button should be disabled on Global filter

Bug description

The add nodes button on the Global filter should be disabled with the tooltip (shown below) on the local dashboard

Expected behavior

Like the other CTAs we have for adding nodes we should have it disabled

This will be worked in future to allow users to have two options:

• stream data from a node to this one (or vice-versa)
• deploy Netdata on another host

Steps to reproduce

1. Go to a local agent dashboard
2. Open the Global Filter
