The EU Cookie Compliance 1.x code is a mess and has required quite a few workarounds for bugs and missing features in our own code. In the Roadmap to 2.0 issue, it's suggested that development efforts move to COOKiES Consent Management as it's a much cleaner and modern codebase. The downsides are that the jfeltkamp/cookiesjsr library is only provided as a minified version without full source code, and the JavaScript itself is rather large at 334 KB at time of writing.
The ideal solution should be fully open source and relatively lightweight. The Drupal GDPR Compliance Team project lists a lot of modules that may be a partial or full replacement. The following seem promising:
General Data Protection Regulation: This looks like it covers much more than just a consent pop-up (but does have a sub-module for that); provides ways to sanitize user data and offers functionality for users to request their data and request removal of it from our site.
