Its time we move StepZilla to React 16.4.1 so we can inherit some new features.

@zeel I'll starting working on this, let me know if there are any new React v16.4.1 you'd like to see.

This was done as part of #134 as it was needed for React-Router. Some refactor work is remaining, basically update all react code to follow React 16 code patterns.

Closing as we are on React ^17.0.2 now with StepZilla V7.0.0
