[Char Counter] Textbox height dependant display type

Simple description

An option to only have the counter appear when two lines of text have been input into the textbox.

Elaborate

Personally I prefer the "inside textbox" position for the counter, as the floating pill can cover recent messages. However, the UI for the input area looks a little weird when only one line of text has been typed, as it causes the box to have a load of empty space below the text itself.

An option to only show the character counter once two lines of text have been typed would be great, as it would effectively eliminate this issue. I also tried using minimum characters to achieve a similar effect, however this felt inconsistent due to different character widths making the point at which the counter appears feel random.
