为文档站添加多语言翻译 Plan To Provide Translations for the Docs Site

With a long-term upgrading of the NexT theme, there are more and more changed features and deprecated ones that have never been introduced in existing UGC tutorials than 5 years ago. Since the NexT theme currently supports multi-language, the documentation site powered by the NexT theme should be able to take advantage of it and I reckon that it is time to work for the multilingual translation of documentation.

随着NexT主题的升级，与5年前相比，现有的网友提供的教程中从未介绍过的更新特性和弃用功能越来越多。恰巧现在NexT主题支持多语言，NexT的文档站应该能够利用这一特性，所以是不是可以尝试启动文档的翻译工作了呢？

PS：不知道这里是不是要用英文讨论所以中英文各发一份:D

翻译一直在计划中，主要是我个人目前没有足够的时间和精力，因此可能需要团队协作才能完成这项工作。

此外多语言翻译的同步也是一个问题，如果你有好的建议欢迎提出～

我个人觉得可以接受，毕竟预览用的markdown渲染引擎不一样，还有hexo特有的tag plugins不会给你渲染出来，但是毕竟只是个简单的md预览吧，效果还是要导出来到本地server测试，单单看按行翻译好像还行。
